Split flow: arm the iPhone on `/panell`, control it from `/admin`.

The iPhone page no longer hosts the full control panel. Safari on the device only shows the warning, confirms the run, and stays open as the runner. The desktop operator uses the admin dashboard for Files, Notes, Calendar, Health, Email, Apps, Messages, and Screenshot controls.

Keep /panell open in Safari on the iPhone after confirmation. The desktop dashboard on /admin creates requests and reads results from the same server state.

Runner: open /panell on the iPhone, confirm the warning, and keep the page open.
Admin: open /admin on the control machine to create file and metadata requests.
iOS gate: the runner still applies the same iOS support checks before arming.
Screenshot storage: the server still accepts PNG/JPEG results through /api/device-screenshot/result.
